From 13 February 2025, the new model of the Waste Identification Form (FIR) officially comes into force, marking an important evolution in waste management and traceability in Italy. This update, introduced by the Ministerial Decree of 4 April 2023, no. 59, is part of the National Electronic Register for Waste Traceability (RENTRI) and introduces several innovations that all operators in the sector must know to ensure regulatory compliance.

The objective of this reform is to make the waste transport and disposal management process more efficient and safer, reducing the risk of irregularities and improving the digitalisation of the sector.

The main innovations of the new FIR model

From 13 February 2025, the use of the new FIR form is mandatory for all operators, including those not registered with RENTRI. The old forms can no longer be used, even if they have already been stamped previously.

One of the most significant changes concerns digital endorsement, which is now mandatory for all forms. This means that paper FIRs must be endorsed through the RENTRI system, eliminating the need for endorsement at the Chamber of Commerce.

How does the endorsement of the new FIR work?

The new model provides for different digital validation methods, which allow operators to choose the solution that best suits their operational needs.

Operators’ responsibilities in the management of the FIR

With the new system, each operator is responsible for the information he enters and signs in the FIR. This means that the producer or holder of the waste is always responsible for the correct classification of the waste and for the information on the form.

Timelines and obligations for the transition to the digital FIR

The transition to the new system takes place in three main phases:

Until 12 February 2025, it was still possible to use the old paper forms, with traditional endorsement at the Chamber of Commerce or through the Vi.Vi.FIR system.

From 13 February 2025, the new paper FIR form came into force, which must be digitally endorsed through the RENTRI.

Starting from 13 February 2026, the digital FIR will become mandatory for all operators registered with RENTRI. This means that the form must be completed, signed and transmitted entirely in digital format, without the use of paper supports.

The digital FIR: how does it work?

The new digital FIR introduces several innovations to make waste traceability more efficient.

The form will be generated and digitally signed by the producer and the transporter before the departure of the waste. Each FIR will be identified by a Unique Code issued by the RENTRI system, which will guarantee its authenticity and traceability.

What happens in case of errors in the compilation of the FIR?

If mistakes are made in filling out the FIR, it is necessary to intervene with the correct procedure to avoid penalties.

If an incorrect carrier is indicated on the form, the document must be cancelled and replaced with a new corrected FIR, keeping the incorrect document with the error note.
