RENTRI Membership: Complete Guide and Essential Steps
Registration with RENTRI (National Electronic Register on Waste Traceability) is a fundamental step for companies and entities operating in the waste management sector. The introduction of RENTRI, with Ministerial Decree no. 59/2023, marks an important turning point in waste traceability in Italy. This article will guide you step-by-step through the RENTRI enrollment process, highlighting who needs to sign up, the timeline, and how to operate.
RENTRI is an electronic waste traceability system established by the Ministry of the Environment and Energy Security, and aims to ensure a more transparent and controlled management of waste on the national territory. The new regulation introduces digital procedures and precise timelines for the registration and transmission of data relating to the production, transport and disposal of waste.
If you want more details on what RENTRI is and how it works, we invite you to read our previous article that delves into the subject.
Structure of the RENTRI
The RENTRI system is divided into two main sections:
- Personal Data Section: Includes data relating to operators, including data on authorisations issued to them to operate in the waste management sector.
- Traceability Section: Collects all information relating to waste, including that required by the Environmental Code (Articles 190 and 193), and data from geolocation systems, if applicable.
Each company that treats or produces waste is required to register, depending on the type of activity carried out, within specific deadlines established by the regulation.
Who must register for RENTRI?
Registration with RENTRI is mandatory for a series of economic operators and entities that manage or produce waste, divided into different categories. Here are the main subjects required to register:
- Companies and entities that treat waste: All entities and companies that carry out waste treatment must register.
- Producers of hazardous waste: Those who produce hazardous waste are obliged to register, with some exceptions specified in the regulation.
- Hazardous waste transport companies: Companies that transport hazardous waste on a professional basis, or that operate as traders and intermediaries, are subject to the obligation to register.
- Recovery and recycling consortia: Consortia set up for the recovery of certain categories of waste must also register.
- Non-hazardous waste producers with more than 50 employees: Large non-hazardous waste producers must also register.
Then there are exempt categories, such as agricultural entrepreneurs who do not produce hazardous waste.
When to register for RENTRI
The timing for registration with RENTRI varies according to the type of activity and the size of the company. Here are the main deadlines:
- Companies with more than 50 employees: They must register within 60 days starting from the eighteenth month from the entry into force of the decree.
- Companies with more than 10 employees: They are required to register within the twenty-fourth month.
- Other producers of hazardous waste: The obligations for companies with less than 10 employees begin to run from the thirtieth month.
For those who are not yet obliged to register, it is possible to do so on a voluntary basis.
How to register for RENTRI
Registration for RENTRI takes place exclusively electronically through the dedicated portal, accessible only with authentication via SPID, CIE (Electronic Identity Card) or CNS (National Service Card).
- Log in to the RENTRI portal: The first step is to log in to the RENTRI portal using one of the authentication methods mentioned above.
- Enter your business details: You’ll need to provide detailed information about the local unit where you do business, as well as data about your loading and unloading records, if you have to.
- Fill in the personal data section: You will have to enter all the data relating to the authorizations, the activities carried out (production, transport, brokerage, etc.).
- Make the payment of the registration fees: At the end of the registration procedure, it will be necessary to make a payment consisting of a secretarial fee and an annual contribution. The amount varies depending on the type of company and the number of employees.
RENTRI registration fees
The cost of registration with RENTRI varies according to the size and type of company. The main costs are:
- Secretarial fee: €10 for each local unit.
- Annual fee:
- €100 in the first year for companies with more than 50 employees, €60 for subsequent years.
- €50 for the first year for companies with more than 10 employees, €30 for subsequent years.
- €15 for the first year for small producers of hazardous waste, €10 for subsequent years.
The annual contribution must be paid by 30 April of each year.
Data transmission to RENTRI
After registration, obliged operators must start transmitting data relating to waste identification forms (FIR) and loading and unloading registers.
- Loading and unloading register: The data contained in the register must be transmitted to RENTRI monthly, by the end of the month following the entry.
- Waste identification form (FIR): Entities and companies that produce, transport or treat hazardous waste are required to transmit the FIR data to RENTRI in digital format starting from 13 February 2026.
Geolocation systems for waste transport
Companies transporting hazardous waste must equip their means of transport with geolocation systems. This requirement becomes mandatory 18 months after the entry into force of the RENTRI and is essential to maintain registration in the National Register of Environmental Managers.
What changes with the RENTRI
RENTRI introduces important innovations in the field of waste traceability:
- Digitization of records: Starting in 2025, companies will have to keep loading and unloading records in digital format, phasing out the paper format.
- New FIR model: From 2026, all waste identification forms (FIR) will have to be issued in digital format and transmitted to RENTRI.
- Greater transparency and control: Digitalisation will allow for more transparent management, with continuous and detailed monitoring of waste production and handling.
Cancellation from RENTRI
It is possible to request cancellation from RENTRI if the company no longer meets the requirements that impose the obligation to register. The cancellation takes effect from the calendar year following the request.
Delegations for the management of the RENTRI
Companies can delegate third parties, such as trade associations or service companies, to manage the transmission of data to RENTRI. However, the responsibility for the content of the information transmitted always remains with the waste producer.
