1. Introduction to MUD 2025
The Single Environmental Declaration Model (MUD) 2025 is the document with which companies and entities declare the types and quantities of waste produced and managed during the previous year.
The new MUD 2025 was approved with the Prime Ministerial Decree of 29 January 2025 and published in the Official Gazette. The deadline for submission is set for June 28, 2025, or 120 days from the official publication.
2. What’s New in the 2025 MUD Model
2.1 Changes to the Secondary Materials Sheet (MAT Sheet)
Added the item “Composted soil improver with sludge (ACF)”, in accordance with Legislative Decree no. 75/2010.
2.2 Updates on the number of employees
The calculation of employees will be in accordance with RENTRI (National Electronic Register for Waste Traceability), as required by theart. 188-bis of Legislative Decree no. 152/2006.
2.3 New obligations for municipal waste
Alignment with ARERA regulations, updating the CG Form for urban waste and waste collected under agreement.
3. Who is obliged to submit the MUD 2025
The MUD 2025 must be completed by:
- Companies that recover or dispose of waste.
- Companies with more than 10 employees that produce industrial or artisanal waste.
- Hazardous waste transporters.
- Waste traders and intermediaries without detention.
4. How to submit the MUD 2025
4.1 Telematic MUD
- Mandatory for most companies.
- Accessible via SPID, CIE or CNS.
- Presentation on the official portal of the MUD.
4.2 Simplified MUD
- Reserved for producers of up to 7 types of waste and 3 transporters or final recipients.
- It can be sent via PEC or filled out online.
5. Deadline for submission
The deadline for the 2025 MUD is June 28, 2025.
6. Penalties for delays or errors
- Delay of up to 60 days: penalty between €26 and €160.
- Failure to show up or errors: fine from €2,600 to €15,500.
