The waste management sector has undergone a major transformation in recent years, with the transition from the SISTRI system to the new RENTRI. Both systems aim to digitise and monitor the waste cycle to ensure more transparent and traceable management, but RENTRI has been designed to be a more modern and effective solution than its predecessor.
What was SISTRI?
The SISTRI (Waste Traceability Control System) was introduced in 2010 by the Ministry of the Environment to monitor special and hazardous waste in Italy, with the aim of combating illicit trafficking and ensuring safe management. However, SISTRI has encountered numerous problems, especially related to complexity and cost.
The system was based on equipment such as black boxes mounted on means of transport and USB tokens to authenticate transactions. This approach has made implementation complicated and burdensome for businesses. Due to these technological limitations, SISTRI was abolished on January 1, 2019.
What is RENTRI?
The RENTRI (National Electronic Register on Waste Traceability) was introduced in 2020 to fill the gaps in SISTRI and improve waste traceability in a more efficient and less bureaucratic way. Managed by the Ministry of the Environment and Energy Security (MASE), the RENTRI fully digitizes the management of loading and unloading registers and waste identification forms (FIR).
Unlike SISTRI, RENTRI is based on a modern and easy-to-use telematics platform , which allows companies to digitally manage all waste-related operations, simplifying procedures and reducing operating costs.
Main Differences Between SISTRI and RENTRI
- Technology and usability:
- SISTRI used complex hardware such as black boxes and USB tokens, complicating business operations.
- RENTRI is fully digital, with an online platform for managing registers and forms, simplifying the process.
- Entry into force:
- SISTRI, despite its introduction in 2010, has never been fully operational.
- RENTRI, launched in 2023, will become mandatory for all companies by 2025, after a preliminary testing phase.
- Administrative simplification:
- SISTRI required paper-based documentation and complex technologies.
- RENTRI aims at total dematerialization, managing all online operations.
- Operational advantages:
- SISTRI was ineffective due to operational complexity.
- RENTRI, thanks to digital management, offers a practical and scalable solution, which can be integrated with company systems.
What will change for companies?
Companies that manage hazardous and special waste are obliged to register with RENTRI. Unlike SISTRI, the membership and management process will be more streamlined and less expensive, with an annual contribution that varies according to the type and size of the company.
In addition, the RENTRI provides for a transitional phase in which it will be possible to continue to use paper forms until the digital system is fully implemented.
The transition from SISTRI to RENTRI represents an important step forward in waste management in Italy. RENTRI goes beyond the limitations of SISTRI, offering a modern system that improves efficiency, reduces costs and increases transparency. For operators in the sector, it is essential to prepare and adapt quickly to the new regulations to avoid penalties and ensure more sustainable waste management.
