Guide to filling out the waste form
The Waste Identification Form (FIR) is a fundamental tool to ensure the traceability of waste during its transport to its final destination. This document, required by Italian legislation, ensures the traceability of waste throughout its journey, from the moment it leaves the place of production to recovery or final disposal, ensuring that each step takes place in compliance with current provisions.
The importance of FIR in waste management
The FIR represents a pillar in waste management, ensuring that every movement of waste is documented and controlled. This not only facilitates monitoring, but also helps to prevent illegal disposal and ensure safe and environmentally friendly waste management.
Reference legislation for the FIR
Legislative Decree no. 152 of 2006
Legislative Decree No. 152 of 2006, known as the Consolidated Environmental Act, constitutes the regulatory basis for waste management in Italy. It establishes the basic rules for the compilation of the FIR and the obligation to draw it up for anyone involved in the transport of waste.
Who is obliged to draw up the FIR?
Waste producers and holders
All producers and holders of waste, whether hazardous or non-hazardous, are obliged to draw up the FIR. This includes all companies that generate waste during their operation and must ensure that it is treated according to regulations.
Waste transporters
Waste transporters must also keep a copy of the FIR. They are responsible for ensuring that waste is transported correctly, with accurate and complete information about the cargo.
When is it necessary to fill out the FIR?
Recovery and disposal operations
The FIR must be completed each time the waste is transported for recovery or disposal operations. This includes every single waste transfer, regardless of the amount or type of waste.
Structure and contents of the FIR
Form number and date of issue
The form number is a unique code that identifies each waste transport document, ensuring traceability. The date of issue indicates the day on which the form is completed, providing a time reference for the supervisory authorities.
Manufacturer identification data
The FIR must contain the complete identification data of the producer or holder of the waste. This includes the company’s name, address, and tax ID or VAT number.
Carrier identification data
Similarly, the FIR must report the data of the transporter, who is responsible for the movement of waste from the production site to the disposal or recovery site.
FIR endorsement procedure
Role of the Chamber of Commerce
The endorsement of the FIR is a mandatory step that must be carried out by the competent Chamber of Commerce or by the regional and provincial offices. This process ensures the authenticity of the document and its compliance with regulations.
Transition to Virtual Endorsement of the Waste Identification Form (Vi.Vi.Fir)
Currently, the transition from the traditional paper FIR to a digital system is already underway thanks to the introduction of the Vi.Vi.Fir (Virtual Endorsement of the Waste Identification Form). The Vi.Vi.Fir allows companies to endorse and fill in the forms independently online, without the need to physically go to the Chamber of Commerce counters.
Storing the FIR
Duration and storage methods
The FIR must be kept for a minimum period of three years. This storage can take place in paper or digital format, as long as the document is accessible for any checks by the authorities.
